However, the outgoing Chair who privately endorsed certain candidates, decided to let anyone who was a 'registered' Democrat vote for party leadership. He also allowed people to change their registration the day of the election. Essentially allowing anyone and everyone, including Republicans to vote for Democratic party leadership in violation of party rules. I guess I don't see your iProvo solution as plausible.  First off, I can't see Comcast or Qwest buying the network.  Why would they?  It is built on entirely different technology than their current networks, which are already fully deployed through the city.  Perhaps when (if?) they move to fiber, the purchase would make more sense, but not at this time.  The real problem, in  my opinion, is not necessarily the city, but the business model.  It forces the city into wholesaling the network, instead of direct retail themselves.  Solve the model, solve the problem.  Either way, the city looks like it could end up losing some money.  If anyone were to buy the network, I'd imagine it would have to be another sister network, like Utopia or SFCN.  They are running similar technologies, and could incorporate the current infrastructure.  Is your big issue with the network the involvement of government in the private sector, or the fact the network is losing money right now?  Let's not be hasty in our concerns simply because the network is behind schedule now.  I believe the prudent thing would be to refine the business model.<BR/><BR/>As for incentives for the private sector, you have to remember that this is exactly what the current telecoms do not want... They do not want to rebuild infrastructure at this point.  They make huge amounts of profit by wringing every ounce of use out of their outdated infrastructure as possible.  Incentives may help, but I don't see it happening soon.  The evolution of broadband technology will dictate it someday, but we are on the very beginning of that curve.  When technology catches up, Provo will be ready, and I expect the current fiber optic infrastructure will be a huge asset to the city.<BR/><BR/>If your argument is that the city should've stayed out of the private sector, I can respect that.  But we are already there, and we are there for the long haul.  Cutting bait isn't a logical step at this point.  <BR/><BR/>As for "growing pains," I'm afraid I disagree with you.  I just don't see the issues you are talking about.  Don't you want economic growth for the city?  Building "up" is the best solution, and the current plans will only assist a struggling downtown.  The multiple use model seems very reasonable to me.  As for recreation, bike lanes,  and the like, I can't believe how fortunate we are in Provo.  We have amazing resources devoted to recreation.  Bike lanes have been developed on many roads.  The downtown has seen significant progress in revitalization recently, with the opening of the performing arts center, the Wells Fargo building, and the newly announced University Towers.  The Downtown Business Alliance has helped beautify the downtown, and the NHS has been very successful in assisting young families with purchasing new homes in the Pioneer neighborhoods.  Granted, their maybe room for improvement, but the current momentum is clearly going in the right direction.<BR/><BR/>What exactly is wrong with Provo's public works?  You seem to imply they are lacking.  Again, compare Provo's rates with any other Utah County city, and then count your blessings.  We have it good here.  Great water, low power rates, recycling programs, etc...  Feel free to explain what might be lacking.<BR/><BR/>And now moving on to students... The eternal argument, it seems, is that students voices are stifled by the city.  There might be some snags, but if the students want to be active, no one is stopping them.  How many students do you know who actually show up to municipal meetings and voice an opinion?  I applaud those who do, and I think the students can and should be more active, but they are their own worst enemies.<BR/><BR/>As far as registering in the home state, it is clearly the decision of the students.  Many times, the students feel more of a tie to their home town than they do to Provo.  And they might plan on moving there in the future.  As such, their interest is elsewhere. Again, not the city's fault.  I went to BYU, and voted in Provo's local elections.  I never had a problem with registration.  Perhaps I am missing something?<BR/><BR/>Now, we can talk about student housing.  There are definitely some interesting issues there.  But again, it is a tightwire act between what is mostly transient students, and permanent property owners, and landlords out to take advantage.  I'd be interested to hear what you think about those issues.<BR/><BR/>I'm also interested in specifics on how students can be more involved.  It certainly would be a respectable movement, in my opinion.  But I've seen these movements come and go over the years, and they all end up going nowhere.  Hopefully you can gain some more positive momentum. As for the iProvo discussion, like you, I don't have any numbers to work with as to how much our fair city would lose if we sold iProvo. I only know how much we're losing when we pay its  loans. In three instalments, the city  has either 'loaned' or given iProvo $4.3 million dollars. Total, iProvo owes over $60 Million. There are approximately 9,830 Customers and needs at least 18,000 to stay afloat.<BR/><BR/>Something has to change, the city is essentially paying the bills to keep the system going. It's broken, and they aren't looking for solutions to fix it. My commitment to you and to all Provo citizens is that I will search and seek out counsel and find solutions on this and any problem.<BR/><BR/>As for the Telecom industry. They move when their wallets do. The state of broadband in the country is sad. The demand far exceeds the supply in this case. I think that the telecom industry is going to have to pony up some capital, and the federal, state, and local governments will have to do the same. The government can, of course, always provide tax incentives for companies who are willing to blaze a trail, so to speak.<BR/><BR/>I don't know who would buy iProvo. My best guess would be Comcast or Quest. The best scenario would be a bidding war for iProvo so the city can limit its losses.<BR/><BR/>As for growth. Provo is limited in land area, unless we annex other areas. But Provo is growing exponentially. Instead of growing 'out' we're growing 'up'. This new vertical growth is focused on sometimes 'too' much by the council. The city needs to expand its public works, roads, bike, paths, the downtown area, etc. Not just lure in new families and businesses. I'm not saying we shouldn't grow. There is a balance that needs to be found.<BR/><BR/>As for student inactivity, what incentive do students have to vote? Conspiracy theory or not, there is no 'student' district. If your neighborhood was divided 5 ways your political capital would decrease too. I want to change the fact that students aren't involved.  If you've ever been to the County Clerk/Auditors website, Students are told that they should register to vote in their home states, despite a Supreme Court ruling to the contrary. I know of several of my friends who tried to register to vote in Utah over the objections of the county elections officials (who only do what their told). One even had to go through multiple people to get to the county clerk and ultimately register to vote. The website and the hassle still hasn't changed.<BR/><BR/>Another reason for poor student turnout is that fact that turnover in housing is astronomical. I'm moved 4 times since I came to Provo 3 years ago.
